Akwa Ibom State Government Debunks Multibillion Naira Mansion Rumour ... Says Family House Under Renovation is decades old

Akwa Ibom State Government has described rumours that Governor Udom Emmanuel is building a six billion Naira mansion in his hometown of Awa in Onna Local Government Area as totally false, reprehensible and misleading.

The State Commissioner for Information and Communications, Mr Aniekan Umanah, stated that the report in a section of the media tantamounts to taking mischief to new heights of irresponsibility, and chided them for sacrificing professionalism at the altar of sensationalism.

The information boss said that, contrary to the mischievous claims of the purveyors of such falsehood, the Governor’s family compound has hosted several buildings for over 60 years.
“It was in the same building that the Governor hosted friends and Nigerians from all walks of life when he held a thanksgiving shortly after his appointment as Secretary to the State Government. It was in the same compound that he hosted supporters during campaigns and also on the day of his inauguration as Governor of Akwa Ibom State . What is this noise about? ” Mr Umanah questioned.

The commissioner said "what these merchants of blackmail may not know is that Governor Udom Emmanuel has been a very comfortable man many years before he was called upon by the people to serve”. The Commissioner further said that Governor Emmanuel has always had his buildings in Ewet housing and Awa long before his foray into politics questioning why the mindless attacks on the person of the Governor over a 4 bedroom house.

Mr Umanah said those accusing the Governor of spending Six Billion Naira were merely acting the script of mischief and propaganda of their pay masters maintaining that no amount of blackmail will distract or deter the governor from his determination to move the state forward with high flying performance especially at a time Government was seeking funds and investors to help in the developmental drive of the administration.

The Commissioner called on the public not to give in to the cheap blackmail and antics of those who peddle falsehood as a profession and seek to score cheap political goals as the so called web of corruption and diversion of public funds for private purposes four months after assuming office as the Governor exists only in the figment of their imagination.

The Government spokesman further explained that Governor Emmanuel had been a very successful man who had risen to the pinnacle in Corporate governance, financial services where he drove profits for such organizations. "For the avoidance of doubt, Governor Udom Emmanuel served as Executive Director of Zenith Bank Plc, Nigeria; Director, International Finance Corporation; Director, Zenith Bank UK, Gambia, Sierra Leone, Ghana amongst others. It was from this plank of solid experience, capacity, achievements and success that his people prevailed on him to exit the private sector and come to serve them as governor". Umanah added and assured that, as a seasoned finance expert of international repute, the governor will not compromise on due diligence and the proper utilization of public funds, stressing that, already, the governor had in keeping with the current national disposition read out the riot act of zero tolerance for corruption.

He therefore called on the media to act as responsible gatekeepers in the discharge of their duties and avoid being used for smear campaigns .

ADDRESS BY GOVERNOR UDOM EMMANUEL AT THE IBOM HALL THANKSGIVING SERVICE

AN ADDRESS PRESENTED BY THE GOVERNOR OF AKWA IBOM STATE, MR. UDOM EMMANUEL AT THE INTER-DENOMINATIONAL THANKSGIVING SERVICE AT IBOM HALL GROUNDS, UYO ON SUNDAY, SEPTEMBER 27, 2015

Protocols

Today, we have returned to thank God who has been faithful to us as a State for twenty-eight years and kept us as one indivisible country for 55 years.  We have returned like the Leper in the Bible to appreciate God for His mighty doings in our State, which have surpassed human understanding on all fronts. We have come to Praise God for the next phase of industrialization and development in our dear Akwa Abasi Ibom State.

In twenty-eight years of our existence, God has been with us through it all. We have moved from a mere civil service oriented State, where at birth, 28 years ago, the structural layers resembled that of a glorified village to a modern city, dotted with first class and up-to-date infrastructural amenities.

When we look back from when the State that was created in 1987, we can appreciate God for the transformational phases He has taken us through as a people. At every phase, marked by a particular era, there is always something to look back and say God has done it.  In twenty eight years, we have evolved from the days of decayed infrastructure to the glorious days of infrastructural renaissance engineered by the Godswill Akpabio years and now being sustained and deepened by my administration.

My brothers and Sisters, even though there are still elements of bigotry, animosity, tribalism and anger bestriding our society, and which the new spirit of Dakkada will help minimize, we have seen the invisible hand of God piloting the affairs of this great state. It has indeed been 28 years of Grace and Glory, 28 years of God’s blessing, and 28 years of steady advancement from Glory to Glory across all nooks and crannies of this great state.

We have changed from a servile mindset, lacking the competitive spirit and needed confidence to a group of people that have now decided to stand up and reclaim the greatness that God has endowed in us all. We have rekindled the  can do spirit of an Akwa Ibom person.
As we have come here to appreciate God for His marvelous work in our lives, I implore every Akwa Ibom person to rise to the greatness that God has endowed us as a people. Every Akwa Ibom person is born a Star irrespective of his/her place of birth or the circumstance surrounding his/her birth. We therefore stand up to reclaim the seed of greatness that is in us. We must believe in God’s seed of greatness in us and project such, in all our doings.

As your Governor, I rose to the top in my career in the private sector because I believed in myself and the greatness that God endowed in us. I am standing here as one of those proud Akwa Ibom sons that has risen to the greatness that is embedded in him. This is what formed the bedrock of the Dakkada movement, which was launched at the 28th Anniversary of creation of Akwa Ibom State last week.  This is the Akwa Ibom Spirit, it is alive and well. We all must internalize it, and run with it.
Since this administration came into being on May 29, we have hit the ground running with strength, vigor and fervor, projecting the true Akwa Ibom spirit in everything we do. This administration came in with a Five-Point Agenda of Wealth Creation, Economic and political inclusion, Poverty Alleviation, Infrastructural Consolidation and Expansion and Job Creation, and so far we have keep track, delivering the dividends of democracy to our people.
Immediately I resumed office as the Governor, I made a visit to St. Luke Hospital, Annua, a major health service provider that has served our health needs for 78 years. I was shocked at the sorry state of infrastructure at the Institution and I gave directive for an immediate intervention. Today, to the glory of God, we have given life to St. Luke Hospital by constructing an ultra-modern gynaecology ward at the Hospital, named after the venerable Dr. (Sister) Ann Ward in addition to renovation of male and children wards respectively

Electricity supply which was at a severely epileptic condition when we came on board, has improved significantly because of the new power substations we have built. Apart from ensuring the prompt payment of salaries, we have cleared a decade of gratuities for local government employees, and other units of the Nigerian Union of Pensioners.  We have recently, commissioned water reticulation and head-works in Ifa Atai in Uyo and Idu Uruan, as an effort to reintroduce the concept of providing portable water for the public. In order to link all part of the State, we have flagged-off the construction of 137 kilometers of road across the State. Work has also resumed  on the dualization of Eket-Ibeno Road; urban renewal projects within Eket township; construction of second runway at the Ibom International Airport; construction of three collapsed bridges and internal roads in Obot Akara Local Government Area; dualization of Oron road and construction of 21.2km underground drainage in Uyo. Dualization of Oron-Okobo –Uyo Road, the construction of bridges and internal roads in Obot Akara Local government Area, The award of Etinan-Ndon Eyo road among others.

The thrust of this administration is Industrialization. We are on point and will spare no effort in this regard. We have so far performed ground breaking for car assembly plant in Itu LGA to be built by a leading Israeli auto manufacturing company Mischac Merkavin and Low Energy Display (LED) Manufacturing plant at Itam, - Fertilizer Plant and the Daar Communications Broadcast complex at Abak. Peacock Paints at Ikot Ekan in Etinan, a once household name in paint industry, which has been moribund for decades has been revitalized and commissioned for operation at full capacity. We have also performed the ground-breaking ceremony for the construction of the Shoprite Mall at the Tropicana in Uyo. Work is on-going at the Ibom Deep Sea Port.

A thousand youths have been trained in Oracle technology. Others have been sent to acquire skills in agriculture in Israel, while another set will be sent for power sector training. At the moment, about 329 youths will soon commence training in photography and film production.

This administration believes in equipping youths with the right skills for the right jobs of the 21st Century. This approach has received accolades and appreciation at home and in the Diaspora. Just two weeks ago, in the glittering city of New York, I was honored with Outstanding Leadership Service Award by the International Association of African NGOs at the United Nations alongside the immediate past President of Malawi, Dr. Joyce Banda.

Permit me also, at this juncture, to congratulate the women of Akwa Ibom State, led by my dear wife, Her Excellency, Mrs. Martha Udom Emmanuel for the successful launch of her signature project-Family Empowerment and Youth Re-orientation Programme (FEYREP).

My dear brothers and sisters, in 28 years we have come a long way. In 28 years, we have risen as a State. In 28 years we have grown and we are thrilled and comforted by the endless possibilities that lie ahead. This is just the beginning and as the Americans would say “you ain’t seen nothing yet”.
Let us rise for unity, love and togetherness. Let us rise above every divisive tendencies, tribalism and hatred. Let us be enveloped and protected by the big umbrella of love and oneness .Let us therefore,  from the rice fields of Ini, to the sandy shores of Ibeno,  the lush boulevards of Uyo to the Raffia city of Ikot Ekpene, rise to the true greatness that lies in us. Ami mme ‘dakkanda’, Akwa Ibom e‘dakkada!
Thank you and God bless us all!

Governor Udom Emmanuel’s Official Broadcast To Mark Akwa Ibom State’s 28th Anniversary

Fellow Akwa Ibomites, My wife, Her Excellency, Mrs. Martha Udom Emmanuel and I extend to you our heartiest wishes for a Happy Akwa Ibom day.  It is with intense delight and a deep sense of pride that I address you today.  Twenty-eight years ago, ecstatic celebrations heralded the fulfillment of a dream that started in the 50s. Our founding fathers, realizing that language and culture remain an everlasting bond that connects people, started the agitation for State creation in Nigeria by demanding for the creation of COR State.

As a testament that dream is eternal, faith never fails and hope is enduring, the state of their dreams was born in the year 1987. Today, we the proud descendants of these visionaries glow with pride that the Akwa Ibom Project is alive and well.  The fundamentals of its growth and development are strong and resilient.
Twenty-eight years later, we have evolved from a capital city that was for all a glorified village to a modern metropolis with perhaps the most modern road network in the whole nation. We have gone from a State where the people looked forlorn, to a land where people now brim with infectious air of confidence. We have moved from a place where people carried hopelessness as a badge, to a land where they now glow with the “can-do” spirit. Significantly we have metamorphosed from an atomistic society perpetually at war with itself as we had once been defined to an orchestra playing the symphony of togetherness.
Let me use this opportunity to thank our past leaders, the visionaries who even with the paucity of resources managed to erect solid building blocks of development. We pay tribute to all our past leaders namely: Senator Tunde Ogbeha, Major General Godwin Abbe (rtd), Col Yakubu Bako (rtd), Air Commodore (Otuekong) Idongesit Nkanga (rtd), Late Obong Akpan Isemin, Navy Captain Joseph Adeusi (rtd), Group Captain John Ebiye (rtd), Obong (Arc) Victor Attah and Senator Godswill Akpabio. We appreciate their giant strides in turning our state from a rural backwater to a modern state.

Let me particularly applaud the good works of the Uncommon Transformer, His Excellency, Senator Godswill Akpabio, for transforming our State, and making it a destination of choice. Courtesy of him Akwa Ibom State is celebrated all over the nation as an example of a purpose–driven administration.
On May 29, 2015 you graciously extended to me the mandate to be your servant- leader. In execution of this sacred trust and in observance of the oath I took before our God and you all, I have worked tirelessly to keep faith with that covenant. Today, barely four months into the life of this administration, we have re-written the Akwa Ibom Story. Work is ongoing on 137 kilometers of road courtesy of our administration. These roads include;
·        Dualization of 21.7km- Uyo-Etinan Road
·        Construction of 39.4 km Etinan- Ndon Eyo Road  with two bridges and spur.
·        Construction of 7.3 km Ikot Ebekpo – Ikot Ebidang Road to aid the citing of a clay refining factory.
·        Construction of 3.5km Ikot Udom Road with 15m span
 bridge in Ibiono Ibom Local
Government Area.
Resumption of work at Ikot Ekara/Ikot Ibritam road in Oruk Anam LGA
·        Construction of 5km Ikot Usop- Ikot Edeghe Ikot –  Ekpuk Road with 30m span bridge in Mkpat Enin Local
 Government Area.
·       Construction of 5km Mkpok-Okat Road in ONNA Local
Government Area.

Work has also resumed  on the dualization of Eket-Ibeno Road; urban renewal projects within Eket and Oron townships; construction of second runway at the Ibom International Airport; construction of three collapsed bridges and internal roads in Obot Akara Local Government Area; construction of 1.2km underground drainage in Uyo by Nsikak Eduok/Oron road junction. Dualization of Uyo-Okobo-Oron Road linking East-West road spanning 30km. Yesterday, I commissioned water reticulation and head-works in Ifa Atai and Idu Uruan, in Uyo and Uruan LGA respectively. More of these water projects will soon be commissioned. Also, a living legend in the person of Dr (Sister) Ann Ward got cemented into our folklore when we commissioned an ultra-modern gynaecology ward named after her in the 78 year old St. Luke’s Hospital Anua. This aside, we also renovated a male and children wards for the hospital.

We have spared no efforts in our drive to industrialize our state. Peacock Paints has been revitalized and recommissioned. We have performed groundbreaking ceremonies for the car assembly plant in Itu LGA as well as the Low Energy Display(LED) Manufacturing plant at Itam. We have brought the Shoprite Mall to the Tropicana in Uyo. We have also performed the groundbreaking ceremonies of the Fertilizer Plant and the Daar Communitations Broadcast complex at Abak. At the same time an Electric meter assembly and clay processing plants are underway in Onna LGA. Our foreign direct investment committee is on a roadshow attracting investments from over Fifty countries that have indicated interest to invest in Akwa Ibom. The Ibom deep sea-port project is on course. We have built more substations and this has improved electricity supply significantly. We have invested heavily in skill and manpower development for our teeming youths. In this wise we are training a thousand youths in oracle technology. We also sent our youths to acquire skills in agriculture in Israel, while another set will be sent for power sector training. At the moment about 329 youths will soon commence training in photography and film production.

Compatriots, we have spared no efforts in attracting foreign direct investment.
What we have done in St. Luke’s Hospital signposts our philosophy of Akwa Ibom arise captured in the  “Dakkada” Creed.  Yesterday, we held a unique program- the First Akwa Ibom Peoples Forum, where we read aloud this new Akwa Ibom creed encapsulated in the ‘Dakkada’ philosophy.
Fellow citizens, the moral challenge of today is that we must commit ourselves to not letting the labours of our heroes past be in vain.  Let us collectively initiate the state into the path of moral transformation and spiritual re-birth. The uniqueness of this year’s event is the launching of the 'Dakkada' campaign.
The campaign is a clarion call for all Akwa Ibom people to rise to their true potential of greatness, spiritual rebirth, moral transformation and re-orientation. The campaign is a call to the faith that with God all things are possible, that we can rise above our primordial biases, ethnicity, hatred, anger, bigotry and the exclusionary tendencies. The campaign is a call for all Akwa Ibom people at home and in Diaspora to deepen their value - sets; to re-invent the spirit of creativity and chart a new course for the present and future generations.

For too long, our core value of honesty and integrity became our undoing. Nigerians could only trust Akwa Ibom people with their homes and kitchens; children and jewelry. So we served the rich and the powerful and took care of their culinary needs. Servitude became a badge pinned on us by the nation. But times have changed and the new Akwa Ibom identity has emerged: bold without being obnoxious, confident without being condescending, self-assured without being arrogant and above all, loyal and deeply aspirational.
This is the new Akwa Ibom spirit, a spirit that is aflame with greatness, a spirit that is not willing to play a second fiddle, a mind that is conditioned to achieve success in spite of odds that may be stacked against him. If America had their American ‘Exceptionalism’, we, too, can have our own Dakkada philosophy.

Let us congratulate the women of Akwa Ibom State and our First Lady, my dear wife, Her Excellency, Mrs. Martha Udom Emmanuel for her successful launch yesterday of her Pet Project : Family Empowerment and Youth Re-orientation Programme (FEYREP). This project plays roundly into the overall social re-engineering that our administration is currently engaging in. Women were the first to see Jesus when He resurrected, we are, therefore, not surprised that they are set to be the first to make the Dakkada move.

As we celebrate our 28th anniversary, let us therefore, from the rice fields of Ini Local government Area to the beachheads of Ibeno, and from the raffia city of Ikot Ekpene to the undulating hills of Itu, hold our hands in unity and faith.  Let us further the journey of our collective growth with a mindset of greatness. Let us arise because the Almighty God created us to be great, to be the best that we possibly can. Ami mme ‘dakkanda’, Akwa Ibom e‘dakkada,’ Happy 28th Anniversary and God bless Akwa Ibom State, God bless Nigeria.

Akwa Ibom Tribunal Update: Onofiok Luke Wins

It is 5pm in Abuja, Nigeria and Right Honourable Onofiok Luke, amiable and popular Akwa Ibom State House of Assembly member representing Nsit Ubium state constituency, emerges winner at the Akwa Ibom elections petition tribunal.

The petition against Rt. Hon. Onofiok Luke filed by Barr C.T.Akpan was this evening, today, 7th September, struck out for being 'incompetent'. Barr Victor C. Akpan of the All Progressives Congress (APC) had filed against the second term election of the House member who ran on the platform of the Peoples Democratic Party (PDP).

Public Opinion holds that this is essentially good news to the teeming Akwa Ibom youths to whom Onofiok Luke is a model, leader and mentor. To them, the lawmaker, who himself is a lawyer, is a picture of their aspirations - one whose successes symbolize victory for a quick thinking, smart and upwardly mobile generation.

Rarely has a politician of Hon. Onofiok's age been as loved by his people in West Africa. A business person, visiting Akwa Ibom from Lagos for investment interests in Uyo, and on meeting Hon Luke for a first time, said of him; "He was just like a fresh prince"

It is apparent, Hon. Luke He doesn't represent Nsit Ubium alone, as things are in Akwa Ibom - he speaks for Akwa Ibom people; loved by the aged and followed by the young. One can only imagine the celebrations that will rock Uyo tonight and into the Month of September.

We, at Public Opinion, wish him the best in his parliamentary duty term - and, of course, onward from there.

DSS Invasion of Akwa Ibom: Nigerians React

Nigerians have reacted to the invasion of the Akwa Ibom State government house by men of the Department of State Security, DSS.

Vocal Governor of Ekiti State Ayodele Fayose, was the first high profile Nigerian to react.

In a weekend where Akwa Ibom resurfaced once again among trends on Social Media, Public Opinion captured the following;

DSS Invasion Of Akwa Ibom Govt House: HOA Reacts

PRESS STATEMENT
AKWA IBOM STATE HOUSE OF ASSEMBLY
ASSEMBLY COMPLEX, UDO UDOMA AVENUE, PMB 1141
UYO, AKWA IBOM STATE
September 6,2015

FELLOW NIGERIANS
THE POSITION OF AKWA IBOM STATE HOUSE OF ASSEMBLY ON THE BRAZEN INVASION OF THE HILLTOP MANSION, THE OFFICIAL RESIDENCE OF THE EXECUTIVE GOVERNOR OF AKWA IBOM STATE, HIS EXCELLENCY, DEACON UDOM EMMANUEL, ON THURSDAY, SEPTEMBER 3, 2015, BY OPERATIVES OF THE DEPARTMENT OF STATE SECURITY SERVICE (SSS)

On Thursday, September 3, 2015, the very essence of our democracy and our freedom were shamelessly assaulted by terrorists masking as operatives of the department of State Security Service, otherwise known as SSS.
In broad day light and in a fully democratic country where the rule of law is sacrosanct; a special squad of the SSS consisting of operatives from Abuja and a detachment from Uyo, in a commando style, launched a brazen attack on the official residence of our Executive Governor, Deacon Udom Emmanuel.
During the raid, the rampaging SSS operatives broke into rooms and guest houses within the Government House, which is one of the strongest symbols of our confederacy and in the process damaged valuables belonging to the Government and people of Akwa Ibom State.

Since the Constitution has clearly freed the Governor from being brought under court warrant in the discharge of his legitimate duties, it is on record that before embarking on that ill-advised operation, the SSS never communicated with the Governor of Akwa Ibom State, who is also the chief security officer of the state, on why it was necessary to search his official residence in Uyo.
For the avoidance of doubt, Section 308 (1, 2, and 3) of the 1999 Constitution provides as follows:
(1) Notwithstanding anything to the contrary in this Constitution, but subject to subsection (2) of this section:
a) No civil or criminal proceedings shall be instituted or continued against a person to whom this section applies during his period of office;

b) a person to whom this section applies shall not be arrested or imprisoned during that period either in pursuance of the process of any court or otherwise;
and c) no process of any court requiring or compelling the appearance of a person to whom this section applies, shall be applied for or issued: Provided that in ascertaining whether any period of limitation has expired for the purposes of any proceedings against a person to whom this section applies, no account shall be taken of his period of office.
(2) The provisions of subsection (1) of this section shall not apply to civil proceedings against a person to whom this section applies in his official capacity or to civil or criminal proceedings in which such a person is only a nominal party.

(3) This section applies to a person holding the office of President or Vice-President, Governor or Deputy Governor; and the reference in this section to “period of office” is a reference to the period during which the person holding such office is required to perform the functions of the office.
It is important to point out that immunity from prosecution and persecution is a well-founded, well-reasoned concept, which has sundry benefits when applied honestly and carefully for the greater good of society. It thus means that a sitting state Governor or President of Nigeria, during the subsistence of term of office, must have a free hand to act boldly and courageously for public good. In doing so, such a Governor or President would not be hindered by fear for self, for repercussion of actions embarked upon, for general public interest of a state or for clearly defined national interests.

Unfortunately, while the President of the Federal Republic of Nigeria, the Vice President as well as the Governors and Deputy Governors across the country are protected under Constitutional Immunity, the Governor of Akwa Ibom State has been singled out and stripped of this right which provided for him under the law.
We are firm in the belief that if the raid on the Hilltop Mansion was not an act of felony, persecution and political vendetta, the DSS would have declared their mission before unleashing terror on innocent workers of Akwa Ibom State Government and or openly declare to the authorities in the state what they found and what they took away from our Government House.
It is only on the media that we get conflicting reports that stockpiles of arms and United States dollars where uncovered.

As lawmakers and representatives of the people, we wish to place it on record that no arms or stacks of money were found in Akwa Ibom State Government House.
We also condemn in the strongest terms, the illegal assault on the symbol of our pride and the embodiment of the confederacy of Akwa Ibom State in the Nigerian Federation by the Daura-led State Security Service.
We, hereby challenge the Director General of the SSS, Alhaji Lawal Musa Daura, to tell the people of Akwa Ibom State, Nigerians and indeed lovers of democracy all over the world, why he ordered the ill-fated operation on the Akwa Ibom State Government House.

The people of Akwa Ibom State will hold Mr. Daura and the SSS responsible if any unforeseen incident befall the Governor, his Deputy or key officials of Akwa Ibom State Government.
We, therefore, invite Nigerians from all walks of life to rise up and overwhelmingly challenge acts of impunity by the political class and security operatives in the country, including the State Security Service.

We also invite President Muhammadu Buhari and the leadership of the National Assembly to launch proper investigation into the ridiculous action of the SSS. We are shocked that the SSS which is currently purging officers it claimed to have shown unconcealed partisanship should descend so low to the extent of staging a coup d’état on our governor, simply because he belongs to an opposition party.
“Among free men,” a former American President, Abraham Lincoln, had said, “there can be no successful appeal from the ballot to the bullet; and those who take such appeal are sure to lose their cause and pay the costs.”

Nigerians must resist the rising level of political intolerance and violence that ignore our laws, insult our common humanity and our claims to civilization.
It is very unfortunate that the dominant political players who profess “change and the rule of law” would willingly and so soon fail to walk the talk. They who accused others of impunity are now by their own conduct condoning impunity.

We advise that our politicking should exclude looking for scapegoats and or conspiracies, because at the end, violence breeds violence, repression brings retaliation, and only genuine democracy, reconciliation and the rule of law would unite our country and prosper our people.

As a people with an abiding love for our fundamental human rights and liberties as enshrined in the Constitution, we must not just show revulsion to the rape on Akwa Ibom State Government House.
We must as Nigerian make concrete commitment to work together, irrespective of our political, ethnic and religious backgrounds, to defeat the enemies of peace and the rule of law in our midst.
It is, therefore, on this note that we pledge that the House of Assembly and indeed the people of Akwa Ibom State will take every necessary action within the law, to protect and preserve our federacy in the Federal Republic of Nigeria.

May the spirit of democracy and good governance ring from north to south and from east to west.
God Bless Akwa Ibom State! God Bless the Federal Republic of Nigeria!!
